AWSのManagement Consoleが利用できない（「400 The page you tried was not found」エラー）障害発生中

現在、AWSのManagement Consoleを利用しようとしても次のエラーが表示されてしまう問題が発生しています：

400

You may have typed the address incorrectly or you may have used an outdated link.

There seems to be a problem with your session. Please try again in a few minutes or login again. If the problem persists try clearing your browser cookies.

この問題について、最近変更した設定の影響でエラーが出てしまっているのではないか、と感じた利用者もいるようですが、現在AWSのService Health Dashboardにて、次の通り障害発生中であることが案内されています（リンク先では、東京リージョン以外でも発生していることが確認できます）：

以下のとおり、Management Consoleについては、復旧のアナウンスが出されました：

8:26 PM PDT 東京リージョンにおきまして、日本時間 2018年8月8日 10:47-12:08の間、SNS Publish APIのエラーレートが上昇しておりました。事象は復旧し、サービスは正常に稼働しております。| Between 6:47 PM and 8:08 PM PDT we experienced elevated error rates for the SNS Publish API in the AP-NORTHEAST-1 Region.
